General,
I have the honor to make the following statement, which I hope will meet your approval, as the course I have pursued was the only means whereby Freedmen could secure their wages for last year's labor.
On the 14th of December, I was informed that one Judge Pierce, of Eutaw, had sold his plantation, stock and crops to a Mr. Lucius of Mobile, that the contract with the Freedmen who worked the place, was made between them & Smith, the overseer, an irresponsible man, & that they would be swindled out of their pay. I wrote to Messrs Lucius & Houston, of Mobile, to whom the cotton had been shipped, notifying them that the Freedmen had a Lien upon the cotton, & directing there to hold $850.00 until they were informed that the Freedmen had
