Mr. Richardson's statement shows the amount of supplies that have been sent to Washington and Choctaw Counties. As to the honesty of the distribution of these supplies I am unable to state more than he states.

No complaint has ever been made of the Agent in question at this office.

The only guarantee of the honesty in distribution of destitute supplies has been the sworn statements required from [[strikethrough]] of [[/strikethrough]] distributing Agents, and, in the absence of complaints, this office has acted on the presumption that such agents were doing their duty tolerably. There seems, at any rate, to be no other check upon them.
