General,
I have the honor to request the appointment of Mr J. B. Healy as Agent of the Bureau, at a salary of $50 00 per month, to date from this day. Mr Healy is a Southern man, who has, until recently, been employed as a teacher of Freedmens schools at Gerard, Ala. and has had there an excellent record.
He had been directed to enter on his duties at once, in charge of Russell Co, with office at Gerard. 
I have the honor to request also the appointment of Mr. W. W. Hammel as Chief Clerk in the office of A.A.Q.M. and A.C. of the Bureau at a salary of $125 00 per month to date from the 5" aprox.
