Petition for a situation of some kind. Was, during the war, a soldier in the U.S. Army. States that Mr Danforth Bureau Agt at Athens, is incompetent to discharge his duties - being "drunk every other day".

Looked up General Wager Swayne's name, and Pope O.O. Howard was the chief of the Freedmen's Bureau but the signature at the bottom doesn't look like it says "O.O. Howard". Help!
