My dear Sir: When I was in Montgomery attending the Republican convention we spoke of the necessity of appointing an honest, reliable, competent man to look after the interests of the freedmen in this Perry Co. in making their settlements with their employers. Such a man is greatly needed to protect the interests of the freedman. I also spoke with Col. Bucker on the same subject when he was in our town + he took a memorandum of it - to call your attention to it.

I promised you to recommend some suitable man - 
I recommend Dr. I.W.N. Means as a honest reliable, competent and suitable man for the position.
