He is a thoroughly loyal man of Northern birth & left the South at the breaking out of the rebellion - no man is more worthy or suitable for the position and by his Kindness + justice he has, obtained the entire confidence of the freedmen & whites - I trust you will appoint him - 

He requests a detail of about Twelve Federal soldiers to be stationed at Hamburg in the county where he resides - I believe the detail to be necessary as this is the most disloyal county in the state-

It is needless for me to say more on the importance & necessity for such a man to look after the rights & interests of the freedmen - It will save them in this county $100.000 dollars -
