There is another matter of which we spoke when I saw you last.

The issuing of an order giving the freedmen a lien on the crop for their wages. This is absolutely necessary - Many men are now driving freedmen away from their farms as the crop is made on more pretexts, so that they may cheat them out of their wages which they have justly earned - 

When the order is issued let it give the freedman the same means of redress that is now given the landlord for suits, by the statute of Ala.

I beg for the protections of these poor, oppressed, + ill used people that you appoint Dr. I.W.N. Means + issue the order above referred to + send the detail of Twelve soldiers -
