Which I have just had published, and which I suppose to contain a proper construction of that issued by Genl Swayne. I would have issued an order [[revoking?]] Letter generally but feel satisfied that such an one would result very injuriously to many minors not otherwise provided for. Under the operation of this order, as it stands now, a majority of the Apprentices in this County will, I think, be released.
