I am directed by Maj. Genl. Howard Comssr. to reply to your communication of June 17th that the agreement with Mr. H.F. Nettleton was for corn & bulk meat of the first quality as you State. But it was understood that "Bulk Meat" includes "Shoulders" "Clear Sides" "Rib Sides" & "Bulk Sides"; in short the whole hog excepting hams, jaws & feet. This is the meaning of "Bulk Meat" in the markets. If the meat is of the first quality i.e. all sweet and suitable for use, it should be received and issued at once.
