The enclosed communication is respectfully forwarded to the Comdg Officer of the Dist of Alabama, for his information, Thro'. the Genl Comdg the Dist of Georgia - Complaints of this nature are duly made to these Head Qrs., from the adjoining Counties of Russell and Lee D Alabama. I have advised the within named petitioners to communicate with the Genl. Comdg the Dist of Alabama -
 
From what I know of the manner and which the Agents of the Bureau for Russell County Ala one J. B. Healey, conducts his business, I am satisfied that a great deal of the trouble between the planters & the freedmen would be avoided, if a more efficient Agent than the present one, represented the Government of Russell County Ala.
