Respectfully returned with the following remarks and recommendation. I have no means of ascertaining personally the amount or (over)

nature of destitution in Conecuh the present season but have no reason to discredit or qualify the statements made in Col. Arthur's report.

I would most heartily join in recommending Hon, A W Jones as an agent for distributing whatever supplies may be forwarded. His reputation as a humane and conscientious man is unquestioned even by his political enemies.
