Major General O. O. Howard
Commr. B.R.F. & A.L.
Washington, D.C.

General,
Colonel Jennings, a member of the Legislature from Lawrence County in this State, has called on me today in reference to the appointment of an Agent for that county. He says he conversed with you about it while here, and that you said you would leave with me an order for the appointment. My own impression is that for the short time the Bureau has to continue a newly appointed agent will not be of much service. We had for a short time a Sub - Ass't Com. at Tuscumbia, a short distance west of where Col. J. proposes to locate one, and the business in that office was so light that Gen. C. Shepherd discontinued it.
If you think it advisable to appoint an agent as requested, Col. Jennings suggests the name of James C. Daugherty as a suitable person.
Very Respectfully,
Edwin Beecher
Ass't Comr. for Ala.
