E and M. 1. P. 5. S. of A 1868

STATE OF ALABAMA.
BUREAU REFUGEES, FREEDMEN AND ABANDONED LANDS,
Montgomery, Ala., March 20' 1868.

Respectfully returned to Bvt. Brigr. Genl J. Hayden. Ass't Commr. B.R.F. & A.L.

I have investigated this case, and think the fine so trifling as to induce the belief that the court trying the case did not understand it, or was prejudiced against the party assaulted, and that the defendants ought to be prosecuted for a much greater offense.

I give directions to the
(over)

officer in charge to take such steps as might be necessary to have the parties brought to justice.

Edwin Beecher
Insp. for Ala.
B.R.F. & A.L.
