It seems almost impossible to settle so many cases arising to the difficulty of getting Justices of the Peace to act impartially. 

I believe all contracts should be made by a Justice and the same justice or his successor be required to arbitrate them. Such arbitration to be overlooked by the military authorities.

Mr. Heifton has been informed that General Order No. 13 & 14 has been issued for the purpose of enabling Justices of the Peace to settle the cases referred to in his letter, and his report in any instance where an attachment issued by him is resisted will be forwarded for action of the Military Authorities.

If it is designed to state on grounds at the Polls during election I would recommend guards for Polls in Clarke County.
