General,
I have the honor respectfully to acknowledge the receipt of a communication laid before you in Montgomery, and your endorsement thereon. I respectfully submit that while highly appreciating the frank and lucid statement of opinions and purposes therein contained, I cannot see that it needs or satisfies my appeal for personal justice at your hands.
I am, by implication accused of abusing my position as an officer of the Bureau, for personal and partizan ends. This I utterly deny, and ask that the information upon which you acted, may be furnished in order that I may
