In reply to letters from Office Asst. Commr Dated Jany 29" & 31" in reference to the establishment of Soup Houses in Mobile &c
States that arrangements are completed for establishing one for colored people, & thinks there will be no trouble in securing all the co operation desired. Estimates the probable number of colord people requiring assistance from these Soup Houses at 500.
