location of another establishment in the Southern quarter of the city almost exclusively inhabited by a population of poor whites. I think a room in the Municipal building will be obtained free of rent. There will be no doubt about obtaining such co'operation as we desire.
I estimate the number of colored families requiring support at 250, say five hundred colored persons, in the city. 
I have not sufficient data on which to estimate the whites, but will, in a day or so, have information from proper authority, and will forward it.
