Sir,
In reference to Circular No 12. of Febry. 20th 1868, directing me to report promptly any and all cases of destitution arising from the discharge from labor of freedman on account of voting at the late elections, I have the honor to state that not less than a hundred freedmen have complained at this office of having been discharged for exercising political rights in voting at the election. From the enormous increase of demand for relief on account of destitution, and from the statements of many persons in the city, I believe that the number thus thrown out of employment in the district must be numbered in the thousands.
They were generally paid off or settled with before being discharged.
I believe that at least one third have been back in the same service from which they were discharged
