This letter is transmitted by Doctor P Bryce Supt of the Ala Insane Hospt located at Tuscaloosa. This institution
erected, but a few years since at a cost of over $300,000 is under the Superintendency of Dr Bryce - Since the colored people were freed ample provisions have been made for reception of this class of the population - A number of Wards have been appropriated for their comfort & keeping - the numbers of this class are increasing almost daily & thinks that by Fall there will be not less than 100 of these patients under care of the institution - On account of the extreme poverty of the State of Ala they are unable 
to provide for this unfortunate class of citizens & desires an appropriation of five or ten thousand dollars for this object.
