Respectfully returned to the Asst. Comr. with the information that I have made personal examination & find the buildings presently occupied for school purposes at Huntsville entirely inadequate both in condition & capacity.

As this is an important point in the State, with a 1.000 colored children to be educated; And as but $950. have been expended here for school buildings & repairs, I feel free to recommend an appropriation of $4.000 for the erection of a large & commodious school building provided the people of Huntsville furnish suitable grounds for its erection.

R. D Harper
Supt. of Education

I can't read cursive very well so there are many gaps in this transcription which I either marked with [[?]] or left as blank. There's not just one point where I left off, but I did nearly everything that wasn't part of the main text boxes.
