General:

I have the honor to forward you the enclosed letter of S. H. Cole of Chambers County Ala., with the following explanation of the case, to wit. The Revenue laws of this State require employers to give in and become liable for the Taxes of their laborers, they further provide that failure to give in Taxes, subjects the delinquent to a penalty of double taxation 

Now it seems that Mr Cole had on his plantation 8 or so Freedmen; that the tax assessor required Mr Cole to give in the taxes for his employees, which Mr Cole declined to do, saying that the Freedmen might leave him before the crops were finished and that he did not like to take such risks, the Freedmen however came forward and
