WAR DEPARTMENT,
Bureau Refugees, Freedmen, and Abandoned Lands,
Washington, D. C. April 25th 1868

Respectfully returned disapproved at the amount of salary recommended. There are many applications for positions in the Bureau from good men who would be glad to serve for $100.00 per month, and there are Agents now on duty who are serving for $100.00 and $125.00 per month, and it is not deemed expedient to make new appointments at the highest rate of compensation allowed.
