General; 
I have the honor to submit the following "General Report of Bureau and Freedmens Affairs" in this Sub Dist: during the month of April 1868. Viz 
1st "Non-payment of wages". 
There has been Forty (40)Complaints of this character made at this office by Freedmen. All of which have been referred to the proper Civil Authorities; with instructions to attach enough of the Crop of the Employer to satisfy the claims of the Laborers.  A written statement is required of these affairs - setting-forth the action taken in said said Cases.
2nd "Violating Contracts" (by Freedmen) 
Ten (10) complaints of this kind have been made by Employers; in which the Laborers have abandoned their contracts without any seeming provocation and have in most of these cases entered into new contracts with other parties. In all cases heard from - they have been induced to return to their former Employer and fulfil the contract made with him. 
3rd "Settlements" 
Fifteen (15) Settlements (between Laborers and Employers) have been made at this office before
