I have the honor to request an Order authorizing me to issue the Hollow ware soon that I am responsible for, to the Freedmen that are in use of such articles.

This ware has been in my possession for the last two months, and supposing that it was for gratuitous issue; the same as Clothing, I issued four (4) pieces to Freedmen, one of which had the house that he was living in burnt up with everything that he had. 

I am informed by the Chief Qr. Mr. for the State of Alabama, that I cannot issue Hollow Ware without an order from the Commissioner, is my reason for requesting authority to issue these stores.
