Sir:

I have seen the communication of Genl Hayden of the 24th inst.

I am very sure that nothing developed in your "walk and conversation" since your residence here amongst us, could have pointed you out, as obnoxious to the objection, reported to Major General Howard.

The only objection I have ever heard made to you, and I have been in a position to hear every, objection, is, that no one could determine your politics.

In respect to the Reconstruction Acts and the recent election to ratify the Constitution in this place, I report very positively, that the worst enemy of Reconstruction would not accuse you of doing anything to defect it. You did all to promote the unrestricted right of suffrage that a soldier in command of the military of the Post, should have done, and I know the fact personally, that you took great pains to ascertain your Orders, and obey them,
