Notwithstanding the fact that the crops were plentiful last year, there are many aged and helpless Freedmen in Colbert Co. and throughout this sub-District. They

cannot support themselves, and they have no one to lean upon.

The demand for aid will continue, I think, until the Freedmen shall have time to place themselves upon a better footing as to property.

It is true, too, that the local treasuries are penniless.

If cheap, temporary buildings could be erected at suitable intervals and supplied with food for the accomodation of the helpless poor, and placed in competent hands, the want would be met in the most effectual manner.

The class above referred to need roofs to cover them quite as badly as food to eat.
