Manly Supt. Education Nov. 28 '66 Mr. J.N. Zelis – Sup. Schools A.M.A. Dear Sir: The assumption, in your favor of the 26th, that the blanks called for, have not been sent, is perhaps, natural, from your not having rec'd them. It is, however, entirely erroneous. I sent them, carefully, mailed to your address, the day I rec'd the request for them. Gen. Armstrong's telegram came in my absence, and the Chief Clerk sent them immediately in Gen. A's care. I shall send the requisite number again today, hoping that both the blanks and this note will reach you promptly. I have signed the eighteen sets of blanks today rec'd from you and passed them into the hands of Maj White the QM. who will forward you the money promptly, I suppose. Very Resp'y R.M. Manly
