Dear sir, Yours of the 2d enclosing communication from Mr. Stockwell and asking my opinion of the plan detailed is before me. The subject has been under consideration some time.
There are some difficulties and some risks in the experiment (for it must be regarded as an experiment): but sooner or later the experiment must be made by some responsible parties.
The hesitation that I should feel in the matter arises from the low grade of character and attainments, the loose morality and inefficiency of the class of young people likely to be sent into this work, and the distance they would be removed from constant and thorough supervision, by some one not pecuniarily interested in pushing and enlarging the scheme.
