Sir: 

Your communication of the 12th inst., asking an appropriation for the Union African Church of Appomattox Co. has been referred to me. Such applications cannot be endorsed with approval, until it is known that provision had been made for the maintenance of a school. Please inform me whether there is a school in said building. If not who is to teach, and by whom and to what extent is the teacher to the supported, and what is the probable number of pupils.

I write direct to you as a speedier method of obtaining the information desired
