General,
I have the honor to inquire whether the instructions in Circular No. 6, C.S. War Dept Bureau & in relation to repairs of school houses which require a full description of the lots, and a formal contract, are meant to apply to such cases as the following, viz.
1st Where the land and building belong to private parties who either give, or rent the use of it to the Freedmen for school purposes, and the amount required for repairs is inconsiderable, say not more than from $20 to $50-
2nd Where the freedmen are allowed to build a house on land belonging to private parties and performing all the labor with their own hands, only ask of the Bureau aid to a trifling extent, in purchasing such material as must be bought with money.
Both these case will be very numerous.
