Dear Madam:

The action of the Board of Eduction has added such definite shape that it is time for me to report to you.

The board is made up of His Honor Mayor Cahoon - a thorough radical, A. Washburn & R.M. Manly whom  you know, S.H. Jones a Quaker from Maine, the Agt here of the N.Y. Society of Friends - a thorough Radical and poetical teacher, and three Virginians viz. H.K. Ellyson, David J Burn, and S.M. Page - Conservatives in politics, but temperate conciliatory gentlemen, full believers in the Northern System of Education and deeply interested and in earnest to make that system a process in this city.  The City Council in choosing the Board meant to select men who believed in the work in hand and could make it a success.  The indications are entirely good.  Our sessions have been pleasant, and the votes unanimous.  At the recommendation of the Board the Council has appropriated $15,000, the Bureau will pay rents &c to the cost of about $5000;  Dr. Sears will pay $2000 and the city Council will appropriate again if necessary after what is expected from the Societies.

The Board asks Societies to cooperate upon this basis:-  the City to pay half the salary and all the incidental expenses (the schools to be entirely free) and the Society pay the other
