half of the salary.  Three grades of salaries have been fixed, viz $40, $50, and $60 per month for the session of nine months.  As the schools both colored and white will mostly be primary, the most of the salaries will be of the lowest class.  It has not yet been discussed or determined precisely what shall be the grade of schools for the $40. or the $50. or the $60.  That is yet to be done and will be done fairly, without discrimination for or against teachers of colored schools.

This action is not meant to determine what the Societies who may cooperate shall pay their teachers as their part, it determines the half which the City will pay.  For instance:  I suppose Wolfolk's, Andrew's and Bartholomew's schools, at least, would fall in the $40. class, so that the City would pay $20. per month.  If you wish to pay more than the other $20. there is no objection.  I presume Miss Ball's would fall in the $50. class, so that the City would pay $25.  The City will not pay any traveling expenses.

The return of the old, experienced and approved teachers is unanimously desired by the Board;  at the same time we should be glad, in case of vacancies that may exist in your last years list, if you would allow the Board to fill them, from citizens here, and you commission them, paying half as on your other teachers.  On all the teachers you commission you will get, I suppose, $10. per month from the Bureau.  Twenty or twenty five Dollars from the City and $10. from the Bureau will leave a light tax on you.  Will you not commission as many as eight teachers, leaving some to be selected here.  The Normal School does not come under the City all
