General,

I have the honor to recommend that an appropriation of Two hundred (200) Dollars made to aid the Freedmen in the erection of a School House at Lovettsville, Loudoun Co. VA.  Land, owned by the Freedmen, consisting of 1 1/2 acres, situated in the town of Lovettsville.  The land will be deeded to Trustees as soon as they are appointed by the Circuit Court, at its next session, in October.
