in repairs upon this place.  His place is located quite out of the town, and separated from it by low grounds, which, according to the statement of the colored people, in winter are frequently covered with water and impassable for children.  Rev. Mr. Stewart's mission, so far as the colored people are concerned, is entirely prospective, nothing having been attempted as yet.

Judging of the application, simply on public grounds, I cannot recommend the appropriation asked for.
