The simple reason why you do not get your Nov. Rent is because you do not send your Report. Teachers should be as careful to remember that their reports should be made out and forwarded on the last day of the month, as to remember when their rent is due. As soon as your report for Nov. is read, the check will be forwarded.

In regard to your both teaching at home. You have not a school house large enough for that, have you? What is the [[max?]] size of the house? Through this section of the state each teaches 40 to 50 scholars.

Again the Bureau does not and cannot pay full salaries. Its policy is to help the people who help themselves. I can put you both in places where the people will board you, and will see that you get $12 or $15.

Yours &c

Geo. E. Stephens:

Dear Sir:
As soon as your school reaches 40 pupils I propose to pay you $10. per month in the form of rent. If however, your school is on Col. Corsens list he will draw the $10, and then I cannot pay it. It is better, perhaps, that your school should be under the commission of that Society;— Though it does not matter much. The rent cannot be paid both way. Soon after you have opened for Jan. please write how many pupils you have, and whether you are commission by the Phil. [[Soc.?]]

Yours Truly

Sup. Ed.

I do not intend to recognize but one school in Tappahannock
