Elijah Hartwell

Dear Sir: Yours of the 10th addressed to Mr. Hunter [[checkmark]] is recd. Mr. H. Is no longer connected with this office.

The conditions precedent to receiving aid from the Bureau in erecting a school-house are the following viz:

1st A site for the house, paid for, and deeded to trustees to be held in trust for Educational purposes forever.

2d Satisfactory evidence that a school will be established and maintained. This generally involes [[involves]] the boarding of the teacher by the people, and the payment of salary by some society.

3d Money is not advanced by the Bureau; but is paid on a written contract with responsible parties to build the house. A portion may be paid as the work progresses— the balance at the completion and acceptance of the work.

I suspect that these terms are rather hard for your community and I know that my funds will not allow me to aid liberally this year. Perhaps the building had better be deferred.

Yours Truly
