On my return from a visit  to my house in the North this morning I found a communication for you saying fountain Richerson of Lebanon Russel county had written you that I had employed him to teach a school at that place and that I had agreed to pay him at the rate of $15 per month etc
You wish me to inform you if I made such a promise and if so by whose orders
In reply I would state that early last fall Brvt Brig Genl Thomas issued to me an order which he said was issued by matriculation from Hd Qrs  to establish as many schools in my Division as I could and that the Bureau would pay as rent the sum of $15 these instructions  were communicated to in Richerson & under them he opened the school refered to this order is of record in my Office I believe unless it has
