  I have the honor to make the following statement and request. Viz.  Last winter while inspecting colored schools in the counties of Fairfax and Loundon. State of Virginia under the Direction of Col L.P. Lee then acting Sub. Asst., Com,, for Bureau R. F. & A L. and for 10th Sub-District Va. I visited a settlement consisting of thirty (30) families called "Lincoln Village" near Langly. Fairfax Co. called a meeting and assisted the people to appoint three (3) Trustees to wit. Richard Thomas, Richard Bonner and Frederick Brooks. To look after their school interests.

This community are united, honest and industrious but too poor to build a School House.  They have a comfortable little Church in which they have had a school averaging thirty six (36) Pupils during the winters of 1867-8 Taught by a white young Lady sent and sustained by one of the Northern Societies but like many others in the Southern states was discontinued in the Spring of 1868.
