Dear Sir:
In replying to an inquiry of the Commissioner as to the grand total of schools of all kinds, together with teachers, and pupils, recently reported from the entire field, some increase (over the report of July, 1868) in schools, and teachers, appears, but a decrease of more than 15,000 pupils.
Whereupon the Commissioner wrote as follows:-
