General, 
Having just returned from an absence of Eleven (11) days in the So.W. parts of the state, I desire to make the following statements to strengthen my request for the appointment of Sam'l H. Jones as Asst. Supt. of Education. 
Virginia reports the largest educational work, in connection with the Bureau, of any state in the South. 
The only assistance I have for the fieldwork at present is a portion of the time of C.S. Schaeffer, and he is paid only for the time actually employed in executing specific orders. 
I desire the services of another man in the field, - not to relieve me from that
