Bureau R. F. and A. L.
Office Superintendent of Education, Virgingia,
Richmond, Va., December 9th 1869.
Bvt. Major Gen'l O. O. Howard, USA
Commissioner,
General,
I have the honor to ask permission to expend Seven hundred (700) Dollars in the erection of a school-house in Northumberland Co, Va, on land deeded for that purpose to trustees, by Laura W. Stebbins.
I do not ask for the whole sum ($1000), which the Gen'l Supt. of Education informs me, the Major Gen'l Commissioner allows me to ask for in this case, because so large a sum is not necessary for the erection of a school-house suitable for the location, and because so large an appropriation cannot be made without injustice to equally pressing demands in many other places.
Very respectfully, Your obt. Servant
R. M. Manly
Supt of Ed
