War Department,
Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, Dec. 20th 1869

Mr R.M. Manly
Supt Ed'n Va.

Sir

The Commissioner directs me to address you respecting the educational work in Virginia. He has been informed that in some parts of the state e.g. in Yorktown and vicinity the schools are declining. He hopes, now that you have an assistant, that greater effort will be made to interest the freedmen and to persuade them to support their own School.

Very Respectfully
E. Whittlesey
