In the second paragraph of this order the "Average of thirty or more scholars" must mean the same as the head of the column in "Ed. Form No. 5", viz: — "Average No. Pupils" which Mr. Alvord has decided to mean average monthly membership, and this interpretation, to save the consistency of the Gen. Sup. must obtain through the rest of the circular.
