I have the honor to recommend that the property in this city known as "Dills Bakery", may be given to the Richmond Educational Association on such terms, that it may be either rented out, or sold, by the said association, and the proceeds of the rental, or sale, be devoted to the purpose for which the Normal and High School is chartered.

If this property were required to be sold at auction for cash, and under the present suspicion in regard to Title, I doubt if it would bring more than two or three thousand dollars, which would not be more than half its intrinsic value. If on the other hand it were the property of the
