Major Nott, a Treasury Agent at Selma, is taking possession of lands & buildings owned by the late rebel government, claiming that they are captured, and as such neither abandoned nor confiscated, and cannot come into the possession of this Bureau.

His claim is supported by superior authority, and I respectfully request that it be authoritatively set aside. He is ousting the families of freedmen from numerous usable tenements on the premises.
