Circular Letter
Officers in charge of Hosptals, Colonies &c. are hereby directed to make frequent and careful inspections of enlistments and quarters occupied by the dependent Refugees & Freedmen under their jurisdiction, and promptly perfect such sanitary regulations as may be deemed necessary to guard against, as far as possible, the occurrence of Cholera or other epidemic disease.

True ventilation should be established in and about the dwellings, and overcrowding avoided as much as possible. No rubbish should be allowed to accumulate in or near the quarter. The houses should be frequently white washed, inside and outside, Personal cleanliness of the people must be strictly enforced.

Superintendents of Sub Districts in which Hosptls Colonies &c. are located, are hereby authorized to purchase disinfectants for the use of such establishments, on the certificate of the Medical Officer that these articles are necessary in order to prevent sickness amongst the inmates.

The following decision of the Treasury

Department in regards to the number of Internal Revenue Stamps to be affixed to contracts, is published for the information of all concerned, 

Where a certain portion of the crop is the only consideration paid for services rendered thus making a community of interest, one five cent Internal Revanue Stamp for each sheet or piece of paper composing the contract is sufficient, but where the consideration to be paid consists either wholly or in part of a stated amount to each employee, the contracts are several, and a stamp must be affixed for each name.

In pursuance of a request from the Chief QM Dept of Ala, it is directed that all offices and agents of the Bureau in this state prepare and forward to this office without delay. A list of all union soldiers entered within the limits of their respective jurisdictions. Date of disease, name, rank, company and Regt. must be given where it is possible with information as to condition of graves upon whose property located and any proposition the owner may wish to make as to his land used therefor.
