CIRCULAR
No. 8.
The following regulation of the Second Auditor's Office with reference to claims to bounty, arrears of pay, etc., is published for the information of officers of this Bureau:
In all claims of discharged soldiers for arrears of pay, bounty, etc., the applicant must make oath that he has neither bartered, sold, assigned, transferred, loaned, exchanged, or given away, his final 
discharge-papers, or any interest in the pay or bounty claimed by himself.
