CIRCULAR,
No, 1.

The giving of transportation to refugees and freedmen at the expense of the Government should be restricted within proper limits, and the abuse of this benevolence should be as far as possible, prevented.
Transportation from one phone to another within the same district should not be given unless it is clearly ascertained that the place of destination is to be the permanent residence of the applicant, and that there is no intention to evade the requirements of regulations, so that the person to be transported will still be a charge to the Government, either for subsistence or for further transportation.
When application is made for transportation of destitute refugees and freedmen from one State to another, upon the allegation that the persons to be transported are a charge upon the Government for support, and will, upon being transported as requested, cease to be such a charge; or that their friends are able and willing to support them; or that they can obtain employment, &e.;;--such information should accompany the application as will enable the officers of this Bureau at the point of destination to ascertain, if required, the truth of the facts upon which the application is based. The name is full and residence of the applicant's friend or expected employer, with the number of the house and name or street, when the residence in a city or populous village, should always be stated.
