"The facts on which an account depends must be stated and may be vouched by the certificate of an officer (whether military or civil) of this Bureau, or other sufficient evidence; but the voucher must, in all cases, be approved by the Assistant Commissioner. When affidavits are furnished the cost of administering oaths and of certificates of the official character of the officer who administers the same, may be charged against this Bureau, in the voucher;, as an item of disbursement, and will be paid as such by the proper Receiving and Disbursing Officer."

Paragraph 18. In line 2, the word "condemnation" should be italicised, and in line 6, the word "such" be inserted before the word "Surveys."

In Paragraph 4, after the word "approval" insert "and order for payment."

ARTICLE IV.
Paragraph 8. In lines 7 and 12, strike out the words "to the Surgeon-General and a triplicate," whenever the same occur; and in line 15 strike out "Surgeon-General" and insert in lieu "Chief Medical Officer."

Paragraph 9. In third line strike out "Surgeon-General," and insert in lieu "Chief Medical Officer."

Paragraph 16. In first line substitute "clerk" for "clerks."

Paragraph 21. Amend the paragraph so that it shall read as follows:
"21. All attendants will be mustered for pay on the last day of each month, by the Surgeon in charge. The Muster Roll (Form 2) must be made in triplicate--be signed by the Surgeon in charge, and when approved by the Surgeon-in-chief of the District, be forwarded to the proper Receiving and Disbursing Officer.
"Such attendants will be paid by the Receiving and Disbursing Officer of the District upon Receipt Rolls (form 13). The certificates to such Rolls will be signed
