No. 21. 

Paragraph 1159, Rev. Army Reg., Ed. 1863, relates to issues of clothing to troops, and not to gratuitous issues made by this Bureau. These are in the nature of expenditures of public property, and the vouchers therefor should be approved as in the case of other expenditures.
When clothing pertaining to the Quartermaster's Department, U.S.A., is issued by officers or agents of this Bureau to destitute Refugees or Freedmen, it should be receipted for on receipt-rolls by the parties receiving the same. The signatures, whether made by mark or otherwise, should be witnessed. The witness may be an officer or a civilian. The receipt-roll should be certified by the issuing officer to be correct, and then should be submitted by him to the Assistant-Commissioner for his approval; after receiving which it becomes a proper voucher to the officer's accounts, and not until then should it be forwarded with the other papers to which it pertains, as prescribed by existing orders and regulations. 
Receipt-rolls, form 38 (Manual), for gratuitous issues of clothing pertaining to this Bureau do not require the approval of the Assistant-Commissioner, such rolls being sub-vouchers to voucher, form 33, Bureau Officers' Manual, which are required to be approved.
When materials are received for the manufacture of clothing, they should be taken up and accounted for; and when used, should be expended on form 33, Bureau Officers' Manual, voucher to Abstract "L." The articles of clothing manufactured from such materials should be taken up and accounted for on form 20 (Manual), Abstract "N".
